My hair was similar to yours and I just got a razor cut. The lady used a razor in place of scissors and went coo coo with the wild layer look for summer.
Length wise it's still to my shoulders, but the heaviness and drabness of my length is now lighter and there's much more movement.
If I flip it out, it looks like the 'bed head' look, which is cute, esp with highlights. Think wild yet styled (if that makes any sense!)

wellllll...you can color it!
cutting your hair really is the only real way to get a totally new look, so try looking for pictures, and if you find something you like, you can cut a couple inches off at a time until you get there.

get a permed, and side bangs, or if u alrady have bangs, try growing htem out. could get a highlights/low lights, or just dye it completly. Also, since u alrady have some layers(im thinking just at the bottom), get them all thrughout ur hair!! could also try big chunks of hair color which could make it look kinda funky.

You could get a side fringe, like this...

Or get your hair cut in a V shape with layers... that looks really nice on most people!
